They would presumably be related to something that occurs on page otherwise on what basis would you push up a segment? But it is theoretically not required. But the ad tech company gets no knowledge of the people to whom the segment is attached...

      humanpropensity pbannist sabotosh luk_wlodarczyk SimonJHarris KyleDozeman So you push up "user is a car buying intender" on the basis of it being cars dot com & then re-target that user on that basis elsewhere (assuming segment is sized right) but you cannot actually track that user or get data beyond count of ads shown and aggregated conversion events
