Not in the panopticon sense, if it is not visible to participants than in theory you are not surveilled. In this sense FLEDGE could conceivable accomplish the goals of targeted advertising without "surveillance"...

FLEDGE nor Topics solves for this case. There is no user-based targeting solution that could
