    To be clear the project can be open source, but "an open source project" when put in a readme and shopped to the press, implies a diverse group doing governance, real contributions by other people, and a community of users and developers.

      This is the same problem I had with the early AMP project. It was "open source" but it wasn't "an open source project" because only Google controlled what went in and out and all PRs. It was just code that was open sourced.
