kickstand robinberjon I think that is an obviously loaded question b/c of course individual 1p identifiers are required (to some extent) to make the web work. I don't think, however, that those 1p IDs need to be synced with a cross-web network of advertising technology and third-party providers...

kickstand robinberjon And I don't think brands require 1 to 1 mapping of user behavior in order to accomplish or measure their goals. I think cohort level targeting, which your chart dismisses, is perfectly applicable alongside other, even more private, measures.

kickstand robinberjon Together those two solve even the worst targeting concerns by brands. I think there are fraud questions (which, as is normal for a lot of IAB documents I've seen) that aren't addressed here and are complex but also don't require individual cross site identifiers.

kickstand robinberjon I've yet to see an effective counter argument that requires 1-to-1 tracking of users to accomplish any advertising goals, though if there is one I'd love to discuss it. I, personally, wouldn't count that slide as a sufficient argument though.
