      2. That the capability of ISPs to merge their network data with ad tech companies they buy's data is nearly nil. I suspect they face the same issue that Verizon does, a dataset so poisoned by fraud as to be useless.

    Anyway, it's interesting to see that ISPs, like everyone else when they encounter ad tech, really have no idea what they are getting into.
