A lot of OOH tech use Bluetooth beacons & similar tech to assume information about people near them, but if you use your phone to get in an Uber and the Uber connects your phone id with the OOH device's assumed id of you then you become fully de-annonymized across the OOH network

Basically, billboards start knowing exactly who you are and what you're doing across the city instead of guessing and assuming at who you are which means wherever you're phone crosses path with a digital billboard you're precisely identified in a global ad network.
