Isn't the extraction of exact text without quote marks or clear citation, in order to create a wholly new work, traditionally considered unethical? What do people think of this?

I do think it is worth examining this as its own thing, it lives in its own URL & is only accessible after a click-through from Google Search Page. So questions to ask are: is this a wholly new work? Are citations sufficient? Is it likely to impact traffic from sources it uses?
